Paving
​
The City of Bluefield will pave a number of streets every year. The City bids out and awards the bid to a paving contractor with the lowest bid. The Engineer and City Manager will drive around to evaluate streets and come up with a paving list that meets our paving budget. The City tries to pave approximately 2 miles of streets each year.
Planning and Zoning
​
The Planning and Zoning Department provides applications for Planning Unit Development, Annexations, Land Use Amendments, Rezonings, Special Exceptions, Site & Development Plans, and Variances. Staff provide recommendations to the Planning Commission, and the Zoning Board of Adjustment & Appeals.

The planning staff mission is to promote, protect, and improve in accordance with the City's Ordinance, the public health, safety and general welfare of the citizens of the City. To protect the character and maintain the stability of residential and commercial areas by establishing zoning districts and regulations through active engagement in strategic planning.Development Compliance & ZoningThe Zoning Staff is tasked with reviewing building permits and site and development applications for compliance with the City's Zoning Code. The staff also helps with the applications for permits and for the Zoning Board of Adjustment.
Sidewalk Improvement Program
This program is to encourage residents to replace old, damaged and unsafe sidewalks that plague Bluefield’s neighborhoods and decrease the overall value of homes. Residents can utilize the city in a "one-stop shopping" experience to have sidewalks on their property repaired. The entire project can be paid through a 36-month, 0%-interest incentive loan. This loan may be paid off at anytime or paid monthly (attached to monthly billing for city fees). Residents must be in good standing with the city to participate.
Process

Resident contacts City Engineer requesting sidewalks to be repaired

City Engineer meets with property owner at site to assess the sidewalk and curbing
-
Resident obtains a measurement and estimate of cost to repair from a Licensed Contractor
-
Should the resident agree to the estimate cost, they and the contractor will sign a sidewalk improvement contract that will be filed City Engineer will coordinate with contractor(s) to monitor/ inspect completed work

City Treasurer file liens against property at the county courthouse, and close out project with property owner
-
City Treasurer pays contractor(s) invoice and initiates the monthly billing process with property owner, if not paid in full at beginning of repairs
