Job Summary

The Operations Manager position works under the direct supervision and directly for the Bluefield WV Economic Development Authority (BEDA) Executive Director, with the following Duties/Responsibilities:


  • Assist the BEDA Executive Director on projects such as grant writing, business workshops, and the day-to-day operation of the Small Business Success Center.
  • The BEDA Executive Director works closely with existing businesses and entrepreneurs and this position will assist the BEDA Executive Director and from time to time be a liaison for the BEDA Executive Director.
  • The BEDA has a strong social media presence, and this position will be responsible for continuing with those efforts to update and create relative content for all social media platforms.
  • Creates unified and coordinated marketing material and communication strategy for the BEDA.
  • Creates programs and presentations for various audiences/events under the guidance and direction of the BEDA Executive Director
  • Maintains and updates the MyBluefield website.
  • Maintains and updates the Holiday of Lights website.
  • Assists and coordinates with the CREATE Opportunity Partners on training events and handles logistics including but not limited to technology.  In some cases, teach classes as needed.
  • Prepared Reports and data on business training events for the BEDA Executive Director.
  • From time to time, represents the BEDA Executive Director at various meetings and functions.
  • Processes BEDA invoices for payment and submits them to Brown Edwards, CPA.  Responsible for the filing system of financial records.  The files are to be maintain in accordance to generally accepted accounting principles and will be made available for the annual audit.  Prepares financial statements in conjunction with Brown Edwards for the BEDA monthly Board Meetings or as needed by the BEDA Executive Director. 
  • Keeps detailed records including but not limited to the operations of the Small Business Success Center, capital projects, and business support services.  
  • Prepares the minutes for the BEDA Board Meeting and maintains the files related to Board Meetings.
  • Assist the BEDA Executive Director in developing new programs and services.
  • BEDA projects require confidentiality and as such this position will have detailed knowledge that must remain confidential.  The Operations Manager will be required to sign a Non Disclosure and Intellectual Property Agreement as prepared by the City.
  • Other duties and projects as assigned by the BEDA Executive Director.


  • The ability to professionally represent the BEDA Executive Director at meetings, functions, and events.
  • Excellent verbal and written communication skills.
  • Advanced knowledge of Microsoft Office Suite, Adobe Suite, Canva, Zoom or other online meeting platforms, and related software products.
  • Advanced experience in social media platforms including Facebook, Instagram, LinkedIn, Twitter, and YouTube.
  • Experience in videography and photography with the ability to edit and create quality marketing materials.
  • Basic understanding of department goals, objectives, programs, services and can work independently.
  • Understanding of economic development principles and practices.
  • Past work experience on grants is preferred.
  • Ability to work independently and manage multiple projects and tasks.
  • Knowledge of Bluefield area.

Physical Demands

  • Use of hands to handle, control, or feel objects, tools, or controls.
  • Stand and sit for long periods of time.
  • Prolonged periods of time sitting at a desk and working on a computer.
  • Must be able to lift up to 20 pounds at a time.


  • A college degree in Marketing, Business, Entrepreneurship or related field is preferred.
  • Past experience in a similar organization or department is preferred.

Rate of Pay

Salary commensurate with experience.
